Qinghai delegate: Sanjiangyuan conservation all talk, no walk

A delegate from the Guoluo Tibetan Autonomous Region in Qinghai province scolded officials for failing to follow through on implementing several key parts of an eco-conservation plan for Sanjiangyuan, a 395,000-square-km region that is the source of China's three biggest rivers: the Yangtze, the Yellow, and the Lancang. Sanjiangyuan is home to roughly 600 million people, but receding grasslands and parched lakes have created ecological refugees. The central government spent roughly 7.5 billion RMB in 2005 to establish the eco-zone.
